Fast (light) way to boot a script that edits registry offline?

Heya, I'm considering a way to deploy software unattended, without any deployment client on the PC and no domain.

PXE server will serve a lightweight and fast os that will run a script to:

1) Identify client pc OS.
2) edit the client pc bcd/boot.ini to make next boot safe mode with networking,
3) edit SafeBoot registry key to include Windows Installer in safe mode with networking.
4) activate administrator, change UAC behavior, autologin administrator.
5) edit the RunOnce registry key to download and run another script that silenly install software from an NT share.

I'm looking for the best way to do 3,4 and 5.
I thought using linux chntpw to offline edit registry but I read that it is sensitive to system not shutting down good so I'll have to use a very light PE build with Paraglider's Runscanner.

I wonder what do you recommend for the lightest possible pebuild that will be able just to edit registry and have network support (not a must because I can include all I need in the build).
Also any other way to deploy software offline and unattended?
