How to copy full content (VISTAPE) of one USB stick to another?

How to copy full content of one USB stick (VISTAPE) to another?
I have copied all files from Target\VistaPE-Core folder and executed "bootsect.exe /nt60 <usb-drive> /force" but it didn't work.
I have probed other tools for copy full content like Acronis, etc
I need deploy VistaPE USB bootable in other distributed geographics departments and they dont know how wimbuilder works. I would like do it simple for them (execute script, copy image, copy files, etc)

This has worked for me ..
I plugin both sticks and then boot into a Knoppix CD and run

dd if=/dev/sdb of=/dev/sdc

the results were always bootable - the blank one must be at least the same size as the original !

dsfo/dsfi or roadkill's DiskImage can be used under windows allright, as long as the known requisite remains (source being smaller than target or equal in size)
