iv often got the impresion that the boot land server was php (
curently the above the bootland logo (27_26_logo.gif ) is ' <% BOOTLAND_HEADER %> '
and nexed to the logo is ' <% BOOTLAND_NAVMENU %> '
they look alot like asp tags
iv not got an amaing amout of expreance with eather of the above spesificly
so im just wandering
what is up with that

Those "mystery tags" were just temporary leftovers from some changes to this IP Board's "look and feel" that have now been reversed because they didn't quite work out for everybody as expected. They only appeared briefly while the reversing action was under way and should be gone now whenever you next refresh the page in your browser.
To answer your technical question, this whole board uses PHP scripting (along with some javascript) for everything that it does. Those tags you saw weren't actually ASP (Active Server Pages). They were just "placeholder" items for PHP script replacements in the page display. If you were here earlier, you may have noticed a top site navigation menu bar before it was removed. Although both PHP and ASP are server-side scripting languages, using the latter is pretty much limited to Windoze/IIS servers, which this definitely is not.
