For the price of thinstall you can buy a notebook and dedicate it to run powershell - then you also have a portable app
Aside from that - it is really possible to run powershell 1 on top of PE.
I was able to achieve this for my MOA-builds with install-rite

i'v have plans for sumtime to build and play about with moa ,
and do remember seeing some of ur dot net .img loading around 911 a while back
iv just got around to using vmware to do alittle 'aplication-profileing', looks like
moa and power shell will be nexed up.
its ashame that the artical was all talk and no action
some of the techniques sounded intresting

You just need a PE that is not too naked - so that it has msi-installer working.
You also need vcredist2005 - but this can be loaded on demand as well

myinterest in building moa is ofcorse vmware spesificly usb-device access
mainly to isolate in a less sophisticated but simler method to this
the basic idear being usb-wifi within vm
so the host/hw is not networked but vm is via wifi
