I'm definitely not a scripter, and I'm very new to the OpenBuilder fan club (Mostly an nlite user.), but it looks very promising so far.
Just an idea. How about using XPSyspad instead of or in addition to the A43 file manager? Not only does it allow quick access to alot of settings, but it also can access the start menu default structure without editing. As in, on your thin install, you can still install things using the standard Start menu sequences and still be able to access the programs without restorting to Explorer but still getting a similar feel to a regular Desktop.
It was made for XP, but I don't see why it couldn't run on Windows 2003.

It wasn't surely a replacement for A43, but from above link I found free commander a very interesting choice to try out:

Since it's running in plain Win9x, it shouldn't complain on HX..
