Here's how to get WINDIAG to work from GRUB. I don't see anywhere on microsofts Windiag site stating if the file can be distributed or not so I will just post what needs to be done.

Download the WINDIAG from WINDIAG
Create either a floppy or save ISO image.
Grab the WINDIAG file from the flopp/ISO image and place it in the Boot folder.
Add the following lines to GRUB.

title Microsoft Windiag (Memory Tester)
chainloader /Boot/WINDIAG
