Well, no, the place is wrong, but no prob, I'll later move this in a more appropriate place.
There are several ways to make a "windows like" bootCD, point is that, generally speaking, they all tend to be a bit difficult to be created for a "newbie".
The only "easy" project is this one:

Of course, being mostly "pre-made" it does not allow much customizations.
What I suggest is that you try building it, if it fulfills your requirements, that's enough, if it does not, and/or you like "getting your hands dirty", you can come back here and try Winbuilder with the "LiveXP" project:

Or start from scratch (UBCD4WIN is BartPE based) with your own BartPE:
