Can anyone think of a way to override the default behaviour of WinPE shutting down when the apps under [launchapps] are closed?

I think if I get it to launch an exe in the background that stays running it would be a workaround, but I don't know of any application that I could use to exploit this.

Worked around by copying and pasting a batch script entry into winpeshl.ini several hundred times to prevent the user closing it. That should do it.

Happy that you found a way, but maybe it is not an "optimal" solution.

Could you not run/spawn a cmd.exe instance and make it "hidden" and/or use a tool like "consolenoclose":

pecmd.exe is what all the winpe se projects use. It provides many useful facilities. So you will see something like this ( mountpemedia ensures that the media that contains the boot.wim is mounted at drive y: ):

[LaunchApps]
MountPEmedia.exe
Pecmd.exe Main %SystemDrive%\Windows\System32\Pecmd.ini
