How do you attach a file to a forum post so that anyone reading the topic can download it?

I found a page called "Help Topic: Posting" which states:

Attachments
Depending on where in the community you are posting your message at, you may be able to upload attachments to your message. There are two types of uploaders available: the default uploader and the flash uploader.

But I see no "uploader" anywhere on a compose post page.

The same page also states:

The Post Editor
There are two versions of the post editor: the standard editor and the rich text editor. Which one you use can be configured from your settings.

Yet I can find no editor version option anywhere in my settings.

Sorry for asking what are probably "dumb noob" questions, so please feel free to administer a proper dope slap where needed.

When you make a post go bottom right and select More Replay Options, once there at bottom left there is Attach Files and a button to Choose Files 2.44MB Max.

Best Regards

You need to write (and survive) at least 100 posts without getting suspended to have the upload permission.

To share files is better to place them at http://reboot.pro/files/because it will avoid your files from getting buried under new posts and still create a forum post where feedback can be placed.
