Not a magician, but the screenshot is clear - 古道西风 has translated wb to his language and provided information on how others should proceed to get wb under Chinese.

Unfortunatelly on wb068 this feature is not corrected (based on greek and russian feedback) but this is already working on the latest wb 069 beta - but I will still add back the labels below the buttons to make it easier to explain and use correct expressions (run, tools, refresh) instead of using other expressions like blue triangle, tool box button, recycle button, etc..
