Factual report: It's NOT like a "new idea" here are like 5 or more existing Commercial bottle cutters, like :

Which anyway are nothing different from what you can make with an el-cheapo glass cutter and some scrap parts, like:

And of course, freehand is even more fun:

The Lego one took him long enough. but it seems 2 work. The posted one seemed interesting, but the ones on amazon appear cheaper.
