Partition Wizard Home edition works fine in portable mode.Install it in a regular OS and then copy the installed directory to USB drive. Works fine for me.

thanks, I tried it and it works but is very bloated. I found AOMEI Partition Assistant Home Edition and its much smaller.

Im still curious if there is a single self exicutable .exe that will work for resizing only?

Yes, PartitionGuru is a wonderful tool with so many features. There is a free version which can be run from dos and it's Windows part is also compatible to operate under Win7PE SE. Their paid version is the most complete partition tool i have ever seen.
