As known, since the last software update the standard smiley adding does not work any more in the known manner.
It looks like that smileys can be added as :CODE:

No big issue, I can do.

But is it possible to have a list of these :CODE: elements anywhere, and maybe offerred by a PHP on a certain click, command, ...

Though I tend normally to type the "code", smileys work "normally" for me.

Maybe something in the forum's software has changed last two weeks, or I started some voodoo functionality:

 

I switched from my standard IP.Board theme to the Neat theme, and got all smileys (and of course all other editor functionality).

Because I still have troubles with the (colour) readibility of the Neat theme, I today switched back.

 

And, SURPRIZE, I still have smileys and full editor functionality.

 

Maybe other members using IP.Board and having a greyed editor functions area, try this switching, and report here,  whether it works for them.
