Title says it all,
Would it be possible to apply Windows PE (4) wim to vhd file so I could save changes to what I make and so on?
I already tried to cook something up but didnt get past purple screen saying me to wait (which was executed by LogonUI.exe)
Any help regarding to this problem would be appreciated.

You know, that even a PE in a VHD will still not save anything to registry?
For installing and saving you need a 'real' Windows.
Try wimbs universal image creator.

How about going WES8 to VHD, but how much I can take out later on of system? ( I try making a small footprint thing) I dont need any settings or options for my project.

For a fully functional Win7, you will have 1-1,5GB
A flat (not in wim) PE (one of ours) is about 1GB in size.

I would really want to throw out anything else and keep bare minimum to run metro of Windows 8
