Are you still experiencing this issue?
When clicking on http://reboot.pro/17326/ I am able to read this topic. I checked the permissions on the admin panel and everything seems to be set as intended.

When I click on the link in your post, I still get the same "no permission" message I showed in the first post.

Yes, I was trying it logged out and noticed the same. Lost of permissions needed to be adjusted, please try again and should work now.
