Windows 8 will support 16-bit apps... But why?

So yes, Microsoft today confirmed over twitter that Windows 8 will include 16-bit support baked into the 32-bit kernel, but my question is why? 16-bit applications are almost extinct now, and those who do need it should just run an older operating system that the application was designed for. If I remember correctly, Microsoft want people running 64-bit anyway, 32-bit isn't even manufactured any more... Am I correct?
