Is there a way to make a microSD bootable?

To which device is attached SD card?

Try diskpart.

Try RMPrepUSB? If the device is not listed hit CTRL+F5 to list all drives.

For running win7 on microSD or compact flash, ...
I recommend you to use Windows Embedded Platform.
Try Embedded Studio 7 ! ;)
