In a PE i can use DNS Jumper to gain access to blocked sites.
Does anyone know of a portable solution, that allows to change the used DNS-server, even without admin rights?
looking for a portable DNS Proxy

I don't think such a beast exists (needing NOT Admin privileges under 7)

See if the "alternate" approaches can be used for your particular needs/setup:

The problem is, that the usual way is, to switch out the DNS Server in the adapter settings.
This only works, if one has admin rights.
Unfortunately, while browsers do have proxy settings, they lack DNS settings.
The theoretical solution would be, running a local proxy which redirecty DNS queries to another, but the one server in the adapter settings and would best be transparent to all other traffic, to/through which then the portable browser connects.
I found only one such solution. But it wants to be installed as a service, which is a no-go. If it were a simple exe, it would have been perfect.

So, are there two issues here?
First on DNS Jumper in a PE - while I haven't tried it, you could easily install it in the PE (i.e. download it an install it), and see if it works OK...From a quick look, I couldn't see any reason it shouldn't work OK, especially since you have Admin rights in a PE by default.
Second on is that a tool like that which doesn't need the admin rights? For that, I think it could be hard unless built right into the application doing the lookups - i.e. a browser that made it's own lookup calls. Otherwise, you would have to hook into the "plumbing" (so to speak) at an OS level to intrercept normal API calls to look up the IP address, and divert them to a different DNS server.
What is the use model here? A portable browser only that uses this alternate DNS to do the lookups? Or is it to just bypass a few blocked lookups? Or ??? If it is only a few things that need to be translated into the IP address, maybe a tool like NirSofts DNSView could be used, since you can set an aternate DNS server that it would use (could also do that in plain vanilla nslookup too).
Or, if it is just the browser, then maybe there is a plugin for it??? for example, http://www.dnsquerie...oolbar/help.php which would do a lookup for you and from there could be a cut/paste to bypass the normal dns lookup?
Another one to check out is http://mafiaafire.com/ if you dig around the site and the FAQ, you can even get access to their plug-in source code, and it seems to be what I was talking about above - i.e. do some "redirecting" inside the browser before it gets to the OS and the OS's DNS stack...
Anyway, an interesting concept...
