Standard retail (non-OEM and non-volume licence versions that don't use MAK or KMS) are activated against the hardware that is in the system. So once Win7 has been activated you can only use that Product Key on that same hardware. If you use an OEM Product Key, then the BIOS must match the registry and Product Key used. What you are asking is illegal anyway. If you have a valid product key then you can place the Product key in an unattend.xml or autounattend.xml file and it will be used by Windows when it installs.
Win 7 has a loophole in that you can use an OEM Product Key to upgrade a genuine Win 7 system to (say) Professional or Ultimate OEM system just by entering in the correct OEM Product Key for the same OEM's Pro or Ultimate OS. For instance, if you have Win 7 Starter for an Acer notebook (legally purchased) and you know what the Product Key is that Acer use on all their Win 7 Professional notebooks (simply found by using ProduKey on an OEM Acer Win7 Pro notebook) then click on Start menu - Windows Anytime Upgrade - then click on Upgrade with an existing product key - and enter the new Acer Win 7 Pro OEM product key. A few minutes later you will have been upgraded to Win 7 Pro! Win 7 may complain that it needs to check if it is genuine, but just allow it to check (usually downloads a verification app) - it should work (as you have a genuine Acer notebook and a genuine Acer Win 7 Pro product key). Acer is just used as an example, if you have an HP PC then you will need an HP Pro/Ultimate OEM Product Key.
