what can I boot with only 64mb ram?

Maybe you could install GRUB4DOS and use it to boot a Clonezilla on the second partition. Perhaps Clonezilla could capture the first partition, compress it, and store that on the second partition, too.
Clonezilla site says minimum 196mb RAM. is there a way to convert HDD space to RAM to somehow cheat the RAM requirements?

There are probably some old freeware programs still around.
If you can't find any, try looking on the net for an old Partition Magic BootFloppy.
