Maybe you could add a NFS server to Windows.
but I dont know how to do this using Windows since windows does not use the NFS protocol.
At tleast in NT 4.0/Win2K there was a free one from MS.
Cannot say if it may work on other "Windows" (expecially since you don't say "which" winodws you are using ):
There are also a number of third party (AFAICR COmmercial) solutions.

tftpd outputs the following in the log every 10 seconds before OS eventually boots:
Rcvd DHCP Discover Msg for IP 0.0.0.0, Mac **:**:**:**:**:** [16/09 18:13:15.562] DHCP: proposed address 192.168.2.50 [16/09 18:13:17.062] 3404 Request 2 not processed [16/09 18:13:17.125]
anyone know why this may happen?

Can you tell me what happened to your LiveCD NetBoot Project?

You need to remake your initramfs with entirely rootfs inside.
I know one distribuition that works entirely in RAM... its Slitaz..
its only 30 mb and have version with firefox, depends on your needs, this can be helpfull to your boot PXE enviroment. !
