How does Windows Setup WinPE load setup.exe?

The boot.wim of Windows 7 disk contains 2 images.Which image is booted?

How does this version of WinPE load setup.exe?There are no entries in winpeshl.ini or startnet.cmd for setup.exe .

The boot.wim of Windows 7 disk contains 2 images.Which image is booted?

The one with the boot flag, usually number 2 on Windows setup dvd's.

How does this version of WinPE load setup.exe?There are no entries in winpeshl.ini or startnet.cmd for setup.exe .

Is the default action winpeshl.exe does if there is no winpeshl.ini.

Any idea why there are 2 images in boot.wim?
One is sufficient,is'nt it?
