So,

I finaly managed to create a USB Stick that boots PC DOS as C: drive.
The IBM tool postet by the op seems not to work with my sticks.
So I created a USB Stick MS DOS HDD with RMPrep.
Bootet PC Dos from my A: drive Stick and Formatet the C: drive stick with PC DOS.
The size ia variable.

It is realy a pity that no one yet created a USB Stick that identifies it self as a real USB Diskette drive
