I'm running Windows 10 Pro (10.0.10240). I tried with imdisk 2.0.9 and 2.0.6. I have 29.0 GB of available physical memory. I'm not sure what the problem is.

Not a common issue... You should not need to format the drive, since it's already done by RamDiskUI.exe. But you should be able to do it after the volume is created.
I would say that you have something that locks the volume once it is created. This is even more likely if you get no error while the volume creation (is this the case?).
Typically, this kind of issue can be caused by an antivirus, or by any software that monitors all the volumes.
In an elevated command prompt, try the following command:
imdisk -a -s 100M -m Z: -p "/fs:NTFS /q /y"

Below is the output. I've uninstalled Dell/Intel security that came with the PC, but not luck so far.

Thanks. It seems that the format command fails at the very end. It's like a driver puts a "hook" on the NTFS driver...
Does the format.com command work with USB sticks?
Anyhow, I can only say that it's very likely not related to ImDisk. The "Format failed." message is displayed by the format.com command.
So, unless Olof knows something about that, it will be difficult to spot the cause.
