What is this test mode and how did it came up? thanks!

So it means you have a 64-bit OS with testsigning configured on. It means you can load selfsigned drivers. So if you did not put it there, chances are that some program who need to load untrusted drivers did it...

Edit: The correct command to remove it is:

bcdedit {guid} /set testsigning off

The command with testsigning is working and it is normal that testsinging    as used previously does NOT work ....

btw, im wondering if i were to reinstall my windows 7, would it be ok to reformat the D drive? it is being used to back up C drive. my intention is to only use one HD for windows and the other for ubuntu.
