Need help understanding Tftpd32 Timeout situation

I am having some trouble using TFTPd32 on a very high latency satellite link.  The sat link itself hasd an average ping time of 40 seconds.  I have increased the TFTp32 client and server timeouts to 255 seconds.  IT was my understanding that a response is not received for a packet, it will be retransmitted, but what I am seeing is that Block #1 will get transfered, but a timeout will popup stating that the a timeout occured waiting for a reponse for Block #1.  The timeout came well befor 255 seconds was up?

 

Also, if the timeout was crossed, why would the client not try and transfer the block again instread of erroring out?

 

I have Negotiation turned off, Authentication turned off, and timeout set to 255.
