This name was chosen since this program is indeed designed specifically to build windows environments.
Googling around a bit and I've found another program who shares the same name, however it is possible to use it since this application will not interfer with the target audience meant to use the other program.
It's a chinese language program meant to provide a CAD environment and design windows and doors. Their slogan is: "WinBuilder - The Ultimate Software for Window & Door Fabricators" from http://www.galesoft.com
