Exception error in OS with East Asian languages

Two error dialogs when starting WB, then it quits, please see error pictures below.
This error occurs in Windows with East Asian languages and a single byte language locale, e.g. German (Germany)
You can reproduce this error by doing the following two steps.
1). Install East Asian language
- Open the Control Panel / Regional and Language Options
- Click on the Languages tab, Check the box for Install East Asian Languages under Supplemental language support. Then click Apply and OK.
2). Select a single byte language locale
- Click the Regional Options tab.
- In the Select an item to match its preferences, or Click Customize to choose your own formats box, click the appropriate locale [e.g. German (Germany)], and then click OK.

PS: You can walk around thie error by selecting a two bytes locale [e.g. Chinese (PRC)]
