I am looking for Windows 7 iso, that contain minimum components, and that i can install on usb and when it boots to be able to load it in ram memory, so it can run from ram and not from the usb drive. Is there such a thing?

Probably. I think you mean WinPE which runs in RAM as drive X:. There are WinBuilder projects for Win8 and 10 - does it need to be 7>
WinPE only stays up for a limited time (1-3 days) before rebooting automatically as it is not intended as a full OS.
Win7 has no support for USB 3 unless you add in drivers.
64-bit or 32-bit?
What do you want to do/run under this OS?

Well, if he asks for Windows 7, maybe he wants/he is asking for Windows 7 (and not a PE).

in the form of a (RAM loadable) .vhd.
Of course you will have to provide your own source .iso.

It doesn't have to be necessarily Windows 7. I just need something that creates Windows live environment, because all other live usb drives i have contain linux based live iso's.

Well it is not Pefect, (as anything does) but it is really close to PERFECT.
And as you noticed I made clear it is FULL OS (even better), my 10x64-WB.vhd.lz4 (1.5 GB VHD once loaded) file to load in RAM for Ramboot is only 130 MB, when using LZ4 compression, and loads on Ram in less than 4 seconds.
I haven't seen any WinPE for 10x64 with a size even close to this. Smaller is ChrisPE from Misty, that only bare bones is 410 MB See: http://reboot.pro/to...ed/#entry209988

I thought it funny to make a typo in "perfect" to lessen the perfection.
Anyway, the OP asked about something very specific "that contain minimum components", maybe he didn't know what to ask, still ...

It seems to me it was only his first idea when asked, since latter on his next post he said this:
