how to boot a dead UEFI Secure boot notebook offline

I need a USB tool have to unlock bitlocker  we have McAfee ePo at work w/ the bitlocker return code.

WinRE supports bitlocker.

Create a default Win 10 installation USB flash.
7-zip opens install.wim file. Extract winre.wim: install.wim\<N>\Windows\System32\Recovery\winre.wim
Replace the existing file <USB flash>\boot\boot.wim,
