Factual report: It's NOT like a "new idea" here are like 5 or more existing Commercial bottle cutters, like :

Which anyway are nothing different from what you can make with an el-cheapo glass cutter and some scrap parts, like:

And of course, freehand is even more fun:

... it takes under three minutes to make a Roman bottle—cracking-off made the process even faster. This technique was well known by A.D. 20 or so, and cut the manufacturing time of simple tumblers in half.

The Lego one took him long enough. but it seems 2 work. The posted one seemed interesting, but the ones on amazon appear cheaper.
