Hi ccl
This isn't specific to LiveXP or any PE you're booting from USB/UFD (AFAIK). It's a Windows thing, what drive letters get assigned to what drives. There's a cool utility here: http://www.uwe-sieber.de/usbdlm_e.html that might do what you need but it's on a machine by machine basis. I'm not sure if there's a way to do this specific to the UFD e.g. add something to grub4dos code etc. I seem to remember reading about this issue many times but information is lost for now, let me see what I can find

Extra info:
If I plug in 2 USB flash, boot it from USB_Boot when finish loading windows
inside my computer it showing
C: HDD primary partition
D: USB_Boot
E: XPS USB flash drive
F: HDD extended partition
It seem to be kicking my HDD extended partition to the end.

To change system drive letter You can edit offline reg hiev WINDOWSsystem32configsystem, where replace in HKEY_LOCAL_MACHINESYSTEMMountedDevices
value DosDevicesC: to DosDevicesX:

Works great, thanksUse migrate.inf.
@ccl
The above tip from WTS worked fine, I used UltraISO and GimageX to copy migrate.inf to PE image (full explanation in tutorial). The migrate.inf must be created on the machine you're booting and it only works for the modified PE; only tested LiveXP_WIM type build.

Migrate.inf and the named registry entries, further above, do the exact same thing.
No advantage of the one over the other, just a matter of taste.
