i am privileged to present a yet another Chinese Tool in english language to Boot-Land community , which my friend jianliulin (coded of Fbinst Tool ) translated to english on my request .
it is stand alone tool , and can be used from pe and from installed windows . it is self explanatory tool , so i guess there is no need to detail it .
ok try this Version , it is latest one available in english.

WinBuilder.exe doesn't pass all the tests as well.Take care!
This is due to the fact that it is compressed with UPX.exe and uses functions that download files from the Internet, can launch hidden processes in the background and so forth.
If maanu introduces the tool from a person that he considers a friend, I very much doubt that it is infected and the above case is similar to winbuilder.exe amongst many other files that are marked this way without being malicious at all.

The file reported as malicious is NOT the one maanu posted, but rather the other link submitted by ireneuszp which leads to the original Forum.
It is well possible that even it was "clean" and it has now been infected after the original post by ireneuszp, which is anyway several months old.
Since the one by maanu has been reported as "clean", just use it and NOT the one on the Forum.
Winbuilder.exe has not such a "wide" score: 25/40 and with names like Kaspersky, Avast and NOD32 listing it as positive equates to 100% probabilities there is a real problem with that file
Wonko

it is a working version , BUT we ll have to ask its coder to make it for 64bit OS's also along with the 32bit .
