I finished for your test.

Good part if it works language change reg entries very small. Apply this one to hiv for to change it French

REGEDIT4

[HKEY_LOCAL_MACHINE\SOFTWARE_00\Microsoft\Windows NT\CurrentVersion\Console\RasterFonts]
"CGA40WOA.FON"="CGA40850.FON"
"CGA80WOA.FON"="CGA80850.FON"
"EGA40WOA.FON"="EGA40850.FON"
"EGA80WOA.FON"="EGA80850.FON"
"woafont"="app850.fon"

[HKEY_LOCAL_MACHINE\SOFTWARE_00\Microsoft\Windows NT\CurrentVersion\GRE_Initialize\SmallFont]
"OEMFONT.FON"="vga850.fon"

Script need to check "checked language" and the users Windows 7 language. After need to take boot.wim 2. Need to add desired language reg entry to softvare.hiv. After change the software.hiv from boot.wim.

How you will test:
Apply registry change to software.hiv. It is default en-us language. After take a WORKING FRENCH winpe of your ready ones. Change the hiv and try to boot. If it boots OK means everything OK. It is not depended to file list. For my past experinces in every winpe it need to boot (minimal files to lauch explorer shell have to be exisit in that winpe. In original boot.wim 2 after boot it will restart because it can not start shell)

Also for your system.hiv works. Theese entries need to be for different languages. (This is for French)

REGEDIT4

[HKEY_LOCAL_MACHINE\SYSTEM_00\ControlSet001\Control\Nls\CodePage]
"OEMCP"="850"

[HKEY_LOCAL_MACHINE\SYSTEM_00\ControlSet001\Control\Nls\Language]
"Default"="040c"
"InstallLanguage"="040C"

[HKEY_LOCAL_MACHINE\SYSTEM_00\ControlSet001\Control\Nls\Locale]
@="0000040c"
"(Default)"="0000040c"

Tell me the result. Good luck.

If there is else somebody interested. Can change it with his own English winpe one and boot.

did you do that on a WORKING WINPE? what is boot time autorun processes? Apply BEFORE COPY. When you see that error? After sliding green bar? Do that winpe has another ramdisk driver then microsoft original? Can you test on original winpe boot.wim image 2. You should see the command prompt and restart after. It looks like a service error. Remove if there is vpeldr as loader.

upload your system.hiv, winpeshll.ini, startnet.cmd, etc. that process at boot. Is your winpe boots to X: drive? there was such options to change ramdisk drive letter in Win7PE_Release. profile path is %systemroot%\system32\config\systemprofile? Also there was such option to change path in winbuilder editions.

I checked again and don't see a reason for a crash.
