I am not sure to understand, the actual control panel are the .cpl files, see:

http://support.micro...kb/192806/en-us

http://pcsupport.abo...ommand-line.htm

http://techsupt.winb...01043001F3.html

In the Run box try:

  1. control access.cpl
  2. access.cpl
  3. rundll32.exe shell32.dll,Control_RunDLL access.cpl,,5

now try:

rundll32.exe shell32.dll,Control_RunDLL

Good. :)

We got that message, but you completely failed to expand on the matter, what I tried telling you is the Control Panel is NOT ONLY "control.exe", it is made of a complex "web" of connections in the Registry and in some .dll's, if you code something and replace control.exe you are just replacing one part of it, you will have to find (and fix/correct/change/whatever) the whole "web" if you want to completely replace the control panel.
