Why do you need that - My *guess* is that this is realted to power management software, and that isn't included in a PE, since there is really no need for that (i.e. to manage batter level, and conserve power etc.) Remember a PE is just that - a PreInstallation Environment...NOT a full OS.
But maybe if you can explain the need for it, someone can figure out how to add it to the PE...???

i got suddenly shut down because low battery without battery icon
i got battery icon in old previous version of win7pe_se project,it is missing in newest version win7pe_se or win8pe_se project,

OK - good information. Now we are finding out that it used to be there in Win7PE_SE, but is now missing. I would ping ChrisR directly (developer) to ask him more about that.
And while the icon might have helped a bit (i.e alerted you to the fact battery was low), the shutdown wan't caused by the missing icon, but by the low battery
