Check the OS version and subsystem in the actual .exe, it is possible that it will be 6.x (while the XP will execute ONLY executables up to 5.x).
You can use CFF Explorer to check:

this is the usual reason for the error "not a valid Win32 application" (but of course not the only one).
But wouldn't it be easier to make a small 7 based PE (PE 3.x) and use it to do the install?
Or maybe (cannot say) WINNTSETUP (which is the "evolution" of Fujianabc's Fast Installer approach) might work (as it can download the needed tools from the various WAIKs):
