I sent away for this, and it came back. It has four books about the size of the Windows manual (when they used to do these things), and a cdrom.
Anyway, the books actually tell you how to do things to the setup, like add files and registry settings.
Since i have planned to do a slipstream of SP5 into Windows 3.51, this is relatively handy. The ultimate release of this slipstream will be a slopstream (ie what you can "slop into" a 3.51 setup) + user config files (ie so you can customise things like registry settings etc.).
Still, it's a long way off, but the bits are being gathered for WG1 build.
