I decided to make a cdrom install for OS/2 2.0 and 2.1, to avoid having to feed virtual floppies into a virtual pc (or real floppies into a real cdrom).
At the moment, i have not got this far, but i have got as far as hard-disk installs. This is much faster and easier to implement than CID, while still being configurable at install time.
1. The layout of disks. (the same is for 2.0 and 2.1)
Create a directory, eg "OS2SE21", that will eventually house the 2.1 diskettes
For the disks, create directories, that match the labels:
install disk: disk_0
disk 1 .. disk 17 disk_1 to disk_17
display 1 disp_1
printer 1 pmdd_1
Copy the files as is into these directories.
2. The Install.
a. Create a primary partition and an extended partition in DOS, and then create a logical partition in the extended partition. This will become D:
b. Copy the directories os2se20 and os2se21 to the partition
c. modify config.sys on disk1 to add the install directory:
set os2_shell=sysinst2.exe d:\os2se21\

3. Boot with the install disk, and disk 1, and the rest of the install comes from the setup files on drive d:
Work continues on making the thing into a cdrom install.

I found at IBM's site, a diskette for their blade server, found a file ibmidecd.exe
This has the files necessary to run cdroms on OS/2 2.0 and later, as well as a install proggie.
Put the disk or image file in a:\ and run
cidcd /s:a:\ /t:c:\os2
Then reboot.
It sets everything up, and you can run even modern cdroms under OS/2 2.0 and 2.1
