Just for the record, I never said that it was "new", I simply remarked how it is foolish now exactly as (if not more than) it was foolish at the time:

The concept of "free" is different, whenever a request has to be made in order to get *something* there are ONLY two possibilities:

  1. the request is fulfilled ALWAYS and UNCONDITIONALLY (and then it makes little sense to have it available only upon request or the procedure can be instated with an auto-responder)
  2. the request is subject to one form or another of "judgement" on the person that asks for it, be it "quality" of preceding work, character or attitude shown in the Forum, *whatever*, the actual points on which this aye or nay is given don't really matter 

Which does not mean in any way that there were in the past or there will necessarily be in the future certificates "wrongly" assigned or denied, of course. :)

I am absolutly new in this community.

I tried to build a live Win7PE but this Api issue impeded me to do it.

I dont understand why is it necessary?

Just use the release version of winbuilder ( version 82 here: http://reboot.pro/fi...builder-legacy/). It is only an issue with the test version of winbuilder ( version 83 ) released for use with the multipe project only.
