Normally the operating system recognices each UFD as a Removable Media (Removable Disc). If you want to make more than one partion on it and all these partitions should be recogniced by the Windows operating system by default (not with a special driver) the UFD has to be recogniced as Fixed Disc from the OS.

You can control this via the Flash Memory of the UFD, especially via one Bit, so called "Removable Media Bit" (RMB). If the RMB is changed from 1 to 0 ("Flip RMB"), the UFD is recogniced from the Windows OS as Fixed Disc and not as Removable Media anymore. Then you can make partitions on the UFD like on a HDD, e.g. with Windows Device Manager.

Lexar (http://www.lexar.com/) had a tool, named "BootIt" (BootIt 1.07), unfortunately retired, not developed anymore. But you can find it in the Internet or here. This tool is able to flip the RMB at generic UFDs. I tested it successfully with the Lexar 16 GB JD FireFly and the 1 GB Captiva (http://www.captiva-power.de/). Both UFDs use the SMI Flash Drive Controller numbered SM325 or SM321.
