You cannot "run" grub4dos (no matter if "official" or "unofficial") under any Windows.

Grub.exe, together with grub.pif, can run under win95/win98.

Grub.exe, together with grub.pif, can run under win95/win98.

Sure :), but that is not "grub4dos", nor it is "Official grub4dos", grub.exe is a 16-bit DOS executable (and a Linux executable) part of grub4dos, and Windows 9x/Me is essentially a "bolted on GUI" to DOS.
Anyway I am correcting my previous post, just in case.

For the record the OP is running Windows 7 (part of the NT family of Windows OS's) and more specifically a 64 bit version of it, which has removed altogether the possibility of running 16 bit executables.
