It is a "more general" issue.

 

Français uses a C with sedilla:

http://en.wikipedia.org/wiki/Ç

that may (or may not as in this case) be available (either as character in the character set or in a given "standard", think of Iso Level 1)

Or even our stupid board software that mixed up (and continues to mix up) character encoding/rendering:

Yep, the "root issue" is most probably the same, mismanaging by *some* component of EXTENDED ASCII characters:
