What about drivers from windows update?

There are Windows 7 drivers for Officejet 7740

The expanded cab contains a file .\XPV\hpygid60.inf
Selecting the  .\XPV\ folder at Windows XP adds a "printer HP OfficeJet Pro 7740 series".
There are Paper size A3 and duplex settings available.

Windows binaries are no longer available from cups.org. You can download the source code to build your own or use the tools supplied with the IPP Everywhere Self-Certification tools, available here:

I perfectly know that it is perfectly useless :frusty: , but I feel like stating plainly what I think:
 
You clearly do not want to be helped/assisted with your problem. and the time wasted was cdob's and mine.

All your troubles are related to your chopped OS install, on HP pages there are available drivers from Win XP up to Win 10, It is very clear to me you know this.

 

Nobody knows what exactly was removed on your Nlited XP including you, and try to fix it is a dead end.

 

Only an easier solution is install an original version of the OS and the HP drivers will work fine.
