You don't need a universal OEm disc. You can do it with any retail SP3 disc (it should be the same edition-Home/Professional and it should be SP3.).

What you need to do is install with retail key - skip activation(not volume licence key) and after installation update to the original OEM key with "Microsoft key updater". OEM  key can be found in the COA sticker. Key update tool can be downloaded from the following link :

Different computers have different hardware.  Different hardware requires different drivers.  Only the computer manufacturer/vendor is guaranteed to have the drivers for the computer.  You can incorporate many drivers into your Windows XP installation disc, but you cannot incorporate all of them.  So you cannot make a universal installation disc, but you can make a very robust one.

It will help to Integrate DriverPacks Chipset + Processor + MassStorage + LAN + WLAN

For Install of XP on a modern system with SATA Drives it is needed to use DPsBase.exe
for Integrating in your XPSOURCE DriverPack Massstorage with TXT Mode Enabled.
http://driverpacks.net/downloads
In that case a lot of Extra RAID SCSI and SATA Drivers (about 120 extra) are Integrated which appear in the
XP Setup BootFolder $WIN_NT$.~BT on Install-Drive and can prevent a lot of XP Install Boot Problems.
Use DPsBase.exe to Integrate DriverPacks Chipset + Processor + MassStorage + LAN + WLAN DriverPacks
which will then be located in OEM Folder in your XPSOURCE folder

I've created UXP with the purpose of having a Windows that could be easily deployed across the workstations on my network.

You find it here: http://reboot.pro/files/file/29-uxp/

Comes packed with the all the storage/graphical drivers that I could find at the time. You'll need nlite installed in order to apply some customizations.
