I am afraid I cannot understand what you mean.
Can you try re-phrasing it?

I see, you want, when (if) needed an USB stick capable of installing FreeDOS to a PC (when and if it has issues).
The easiest (more straightforward) way is to setup a USB stick booting grub4dos and with the untouched FreeDOS install .iso.
This way you can have (besides the FreeDOS install .iso) other bootable systems/OS's that may come of use in case of a broken PC.
Most probably the simpler method would be to make an easy2boot stick:
it should be just needed to put a copy of the FD12CD.iso in the \_ISO\DOS\ .following the "quick instructions" here:

Easy2boot has already "built-in" a standard FreeDOS boot floppy image however, which should be good for the emergencies.
If Steve6375 (the Author of Easy2boot, whom is a member here on reboot.pro) happens to see this thread he will be able to confirm the above, but ther should be no additional steps required.
