My dad's Surface Pro was locked and can not login the password he claims to be correct. The tablet pops up the password incorrect message all the times. I heard the password can be reset by making a bootable password reset disk. Tried NT Password but no help. what should I do exactly to fix this?

What do you mean by 'no help'?
Is the login password a Windows 10 account password? or Linux or BIOS?

Most of the time,NTpassword does not work,i planned to use it to remove a login password for the old account on my Windows 10 computer,but it failed,i am really at a loss.
Ophcrack is a tool that I think can completely replace NTpassword,as well as the John the Ripper,the most important thing is that they all work on my computer.

It is best to create an additional account for your computer, so that even if you encounter password loss problem again,and you want to restore or reset your password,you can log in to other accounts on your computer directly,and then reset any login passwords for any acccounts.

I always boot into PE and use Windows Login Unlocker and have never had a issue of it not working

Windows Login Unlocker can blank the Windows 10 password and is part of Win10XPE
How to make Win10XPE boot.wim file booting from USB is described in
Win10XPE also contains NTPWEdit that can change the Windows 10 password
Also WinNTSetup has Menu option Local Windows Installations that has Password Reset option
