It is a Windows password reset disk. And the USB drive is not shown up in the list. I also tried to change the USB port but the same error.

There are more "password reset disks" and USB drives than stars in the sky.

WHICH "list"?

WHICH error?

You need to be more detailed in your reports, the more detail you provide, the more likely it is that someone can help/assist you with the issue, standard litany, please:

There are two type of BIOS:

Legacy and UEFI

If you BIOS is set to UEFI-only, then it may ignore any non-UEFI USB drive.

Is your BIOS set to UEFI-only (is Legacy\CSM disabled)?

Is your USB drive FAT32? Does it contain \EFI\BOOT\BOOTX64.EFI  UEFI boot file?

List is for boot menu. The USB drive name not showing up.

It says disk error with a black screen.

Trying to see if you get the same error on another pc,or get rid of it,try a new Windows password reset disk.

About your problem,i got it https://www.winpwd.c...9-password.html

It provides some very comprehensive methods to recover Windows Server 2019 password. If it still fails, all I can tell you is that reinstalling a clean Windows Server 2019 would be better for you.
