It depends.

 

For a file oriented recovery approach:

For both a file oriented and a fileystem oriented approach:

Whenever possible it is preferrable to use a filesystem oriented approach, and only if it is not possible to recover the needed data, go for the file oriented one, in  some cases (and each tool may manage to recover different files) more files can be recovered this way, losing some filesystem metadata (filename/path/date/time, etc.)

MS has a command line tool for win10 2004 or later(windows file recovery):

In my experience have not found any tool that works with an ssd.If I delete a file and immediately try to recover it all I get back is garbage.
