I question if I can freely use bootcode found in mbr/pbr in image files (non-commercial)?

 

Especially Windows 9x/MS-DOS 7.1

There are several free/open source MBR boot codes, including the ones included in grub4dos, but the historical reference is the syslinux code, possibly in the "universal" makebootfat modification, some reference here:

I don't think that you will have any issue in re-using original MS DOS MBR and/or bootsector code, anyway.

 

The FreeDOS historically has SYS capable of writing bootcode capable of booting "original" MS-DOS and other Doses versions, possibly outdated/to be checked reference:

Up to a certain Windows version (cannot say if it still the case) the actual MBR and/or PBR codes could be extracted on-the-fly from system files/dlls, but - on the other hand - the freeware Bootpart is around since NT 3.1 or 3.5 times and it does contain the MS bootcodes, and AFAIK the Author Gilles Vollant never had troubles with that:
